Issue 2:
- 147383 - Debilitation (Possessing the Mark of Anguish debilitates targets, decreasing their armor by 80% for 4 min.)[this buff is now showing at 10 normal difficulties as well as only working properly with buff at 10 normal not 10 heroic]
